If your system is On, but it won't run, check to make sure your thermostat is set to "cool," and make sure the setting is lower than the current outdoor air temperature. The thermostat reads the temperature to trigger cooling, so it needs to be set at the desired temperature in the "cool" mode.
Also, check to make sure your filter is clean. A dirty filter can restrict airflow to the point where it shuts the system down.
